Portugal has long been a favoured destination for foreign investors looking to obtain residency in Europe and possibly a path to Portuguese citizenship in the future.
However, Portugal does not directly offer citizenship by investment. Alternatively, the Portugal Golden Visa offers residency for qualifying investments and the potential for citizenship after the necessary period of legal residency and other nationality requirements are fulfilled.
The changes to Portugal’s Nationality Law in 2026 have extended that route for new applicants, with the general residence requirement rising to seven years for nationals of EU and Portuguese-speaking countries and ten years for most other foreign nationals.
So, can investment still lead to Portuguese citizenship? Yes — but indirectly. Understanding how the investment, residency and citizenship stages connect is now more important than ever.
Can Investment Lead to Portuguese Citizenship?
Portugal has long been a magnet for international investors seeking a blend of European residency, investment opportunities and the eventual possibility of becoming an EU citizen.
But there is an important distinction to make: Portugal does not provide citizenship directly in exchange for investment.
Instead, qualifying investors can obtain Portuguese residency through the Portugal Golden Visa, maintain that residency for the required period and possibly apply for Portuguese citizenship in the future, provided they meet the nationality requirements in effect at that time.
Portugal’s Nationality Law was substantially altered in 2026, extending the pathway from investment to citizenship for new applicants. This is why it is particularly important for investors to understand the difference between residency by investment and citizenship by naturalisation.
How the 2026 Nationality Law Changed the Timeline
Portugal introduced significant changes to its Nationality Law in May 2026.
For new applications submitted under the amended law, the general legal residence requirement for naturalisation increased to:
7 years for nationals of European Union Member States and countries with Portuguese as an official language;
10 years for nationals of other countries, including the United States, United Kingdom and Canada.
This is a substantial change from the previous five-year residence requirement.
Importantly, applications submitted prior to the new law coming into force on 19 May 2026 continue to be processed under the old version of the Nationality Law.
However, for new Golden Visa investors, investment should be viewed as a long-term strategy of Portuguese and European residency, with citizenship being a potential outcome in the future, rather than a short-term goal.
How Can Investment Create a Path to Citizenship?
The Golden Visa allows eligible non-EU investors to acquire legal residency in Portugal without having to live there full time.
That’s where the programme differs from many traditional residency tracks.
Portugal’s Golden Visa programme has relatively limited physical presence requirements as they maintain their residency status. This can make the program particularly relevant for international investors who continue to live and work primarily outside Portugal.
The investment itself does not create the right to citizenship. Its role is to provide access to the residency framework through which the investor can build the qualifying period of legal residence.
Which Investments Currently Qualify for the Portugal Golden Visa?
Following changes to the Golden Visa program, purchasing property in Portugal no longer qualifies as an eligible investment.
Investors therefore need to use one of the investment categories that remain available under Portuguese immigration law.
Investment Funds – €500,000
One of the most commonly considered routes is an investment of at least €500,000 in qualifying Portuguese investment fund.
Eligible funds must satisfy the requirements applicable to the Golden Visa and may invest in areas such as Portuguese companies, technology, renewable energy, tourism or other sectors of the Portuguese economy.
For many international investors, the fund route provides a more conventional investment structure, with professional management and the possibility of diversification depending on the chosen fund.
However, investors should conduct appropriate due diligence before investing. Fund strategy, management team, fees, liquidity, investment period and exit provisions can vary considerably.
Cultural Investment – €250,000
Another qualifying option is supporting approved
Another Golden Visa route involves supporting qualifying Portuguese artistic production or the recovery and maintenance of national cultural heritage.
The standard minimum qualifying amount is €250,000, with the possibility of a reduced threshold of €200,000 where the applicable low-density criteria are satisfied.
Cultural projects can include approved initiatives involving museums, heritage, artistic production and preservation of Portuguese cultural assets.
Unlike an investment fund, the cultural route is generally structured as a contribution rather than an investment designed to generate a financial return. Investors should therefore evaluate the two routes differently.
Other Golden Visa categories can include qualifying investment in scientific research and certain business or job-creation structures.
Can You Still Buy Property in Portugal?
Yes. Golden Visa investors can still purchase property in Portugal.
What changed is that the property purchase itself no longer qualifies the investor for the Golden Visa.
Real estate was removed from the qualifying Golden Visa investment categories in October 2023.
An investor could therefore, for example, make a qualifying Golden Visa investment through an investment fund and separately purchase a home in Lisbon, Cascais, Porto, the Algarve or elsewhere in Portugal.
The two transactions simply serve different purposes: one may establish eligibility for residency, while the other is a personal property investment or lifestyle decision.

Several countries offer investment migration programs that provide either citizenship or residency rights. Portugal’s program is often compared with other European options because it offers a pathway to European Union citizenship after five years.

Can Americans Obtain Portuguese Citizenship Through Investment?
American citizens cannot purchase Portuguese citizenship.
However, they can make a qualifying Golden Visa investment, get residency in Portugal and possibly become eligible to apply for citizenship in the future.
The Nationality Law applicable to new applications after the changes in May 2026 generally requires a U.S. citizen to have 10 years of qualifying legal residence before they will be eligible to apply for citizenship by naturalisation.
For Americans who do not intend to move permanently to Portugal, the Golden Visa can still be attractive because it provides a way to establish Portuguese residency while maintaining relatively limited physical presence in the country.
This distinguishes it from residency routes intended primarily for people actually relocating to Portugal.
What About British and Canadian Investors?
The same general principle applies.
British and Canadian nationals do not receive Portuguese citizenship simply because they invest in Portugal. A qualifying investment can instead provide access to Golden Visa residency.
Under the current nationality framework for new applicants, nationals of the UK and Canada generally fall under the 10-year residence requirement for naturalisation.
Investors should therefore separate two decisions: Is the Golden Visa an appropriate residency and investment strategy? and Could Portuguese citizenship become a desirable long-term outcome?
They are related questions, but they are not the same decision.
What Are the Requirements for Portuguese Citizenship?
Reaching the applicable legal residence period does not automatically make a Golden Visa holder a Portuguese citizen.
Citizenship requires a separate application and applicants must meet the legal requirements applicable when they apply.
These include demonstrating the required period of legal residence and sufficient knowledge of the Portuguese language, generally at A2 level, together with satisfying the applicable criminal-record and other statutory requirements.
Investors should therefore regard the Golden Visa as the beginning of a longer residency process rather than as a direct passport program.

That makes the initial decision more important.
Investors should consider the quality and risk of the underlying investment, the Golden Visa requirements, the expected investment horizon, their family’s residency objectives and whether Portuguese citizenship is ultimately part of their long-term plans.
The investment may be the starting point. Portuguese citizenship, however, is a separate legal process and a potential long-term outcome — not something that can be purchased.
