Moving to Portugal begins long before boarding your flight. One of the most common mistakes made by applicants is assuming they can travel to Portugal first and apply for a residence visa after arrival.
In almost every case, Portuguese residence visas must be applied for outside Portugal, through the appropriate Portuguese consulate, embassy, or an authorised visa application centre such as VFS Global.
Knowing which authority is responsible for your application can help you avoid unnecessary delays, rejected applications or going to the wrong country.
Is it possible to apply for residence visa for Portugal inside Portugal?
The answer is no, in most cases.
If you are applying for a Portuguese residence visa such as the D7 Passive Income Visa, D8 Digital Nomad Visa, D2 Entrepreneur Visa, D3 Highly Qualified Activity Visa, D1 Work Visa, Student Visa or Job Seeker Visa you will normally need to lodge your application before travelling to Portugal.
The process begins abroad, with the Portuguese consulate or embassy or VFS Global office responsible for your country of nationality or legal residence. Once the visa is approved, you can travel to Portugal and complete the residence permit process with AIMA.
Although the law provides a few exceptions for specific situations, these do not apply to most applicants. For the vast majority of people, arriving in Portugal as a tourist and applying for a residence visa from inside the country is not an option.

Which Country Should You Apply From?
Applicants cannot simply choose any Portuguese consulate worldwide.
Applications are generally accepted only in:
- Your country of nationality; or
- The country where you have been legally residing, typically for more than one year, depending on the local consular rules.
For example:
- A Canadian citizen living in Canada applies for a visa in Canada.
- A South African legally living in the UAE for several years may usually apply through the Portuguese representation responsible for UAE residents.
- A U.S. citizen temporarily travelling in Europe generally cannot submit a residence visa application from Portugal or another EU country simply because they are visiting.
Each Portuguese Consulate may have its own documentary requirements, so applicants should always verify the specific instructions before scheduling an appointment.
Portuguese Consulates, Embassies and VFS Global
Portugal does not process visa applications in the same way in every country.
Depending on your location, applications may be submitted through:
- A Portuguese Embassy
- A Portuguese Consulate
- A Portuguese Consular Section
- VFS Global, which manages visa application centres on behalf of Portugal in many countries
VFS Global accepts the documentation, collects biometric data where required, and forwards the application to the competent Portuguese consular authority for assessment.
The Portuguese authorities, not VFS Global, always make the final visa decision
Countries where VFS Global commonly handles Portuguese residence visa applications include:
- United States
- Canada
- United Kingdom
- South Africa
- Australia
- India
- Pakistan
- United Arab Emirates
- Saudi Arabia
- Qatar
The responsible application centre depends on your legal residence.
What If Your Country Has No Portuguese Consulate?
Not all countries have a Portuguese embassy or consulate that processes residence visa applications. If no local Portuguese authority exists, applications are generally sent to another embassy or consulate around the world.
This may mean that applicants need to travel abroad to submit their documents, provide biometric data, and, in some cases, attend an interview.
Because Portugal’s consular network and jurisdiction rules can change, it is always important to confirm which Portuguese embassy, consulate, or VFS Global office is responsible for your application before booking travel or scheduling an appointment.
Examples of Countries Without Portuguese Consular Representation
| Country | Responsible Portuguese Representation |
|---|---|
| New Zealand | Australia (Canberra) |
| Costa Rica | Panama (Panama City) |
| Iraq | United Arab Emirates (Abu Dhabi) |
| Jordan | Egypt (Cairo) |
| Kuwait | United Arab Emirates (Abu Dhabi) |
| Libya | Tunisia (Tunis) |
| Timor-Leste | Indonesia (Jakarta) |
Can You Choose a Different Portuguese Consulate?
Generally, no.
The Portuguese Embassy, Consulate or VFS Global office that will process your application is determined by the country in which you are legally resident. Your application will be handled by the relevant Embassy, Consulate or VFS Global office in the country where you are legally resident. Your application will be handled by a specific office depending on where you live legally. As a result, you cannot simply select the office that has the earliest appointment or is more convenient for you.
For example, if you live in California, you generally cannot submit your application through a Portuguese consulate on the East Coast, such as Washington, D.C., or Miami. Likewise, if you are legally resident in Dubai, you cannot choose to apply through VFS Global in London simply because appointments are available there. And if you are visiting Portugal as a tourist, you will normally need to return to your country of legal residence to apply for your first Portuguese residence visa.
Applying through the wrong consular authority is likely to delay your plans. Your application may be sent to the right office, but it may also be rejected. Before booking an appointment, it’s always worth taking a moment to confirm which Portuguese Embassy, Consulate, or VFS Global centre has jurisdiction over your place of legal residence.

Importance of Verifying Proper Consular Representation
From the start, choosing the right Embassy, Consulate or VFS Global office in Portugal can make the whole process a lot easier. It helps ensure your application is submitted to the right authority, that you prepare the correct set of documents, attend the appropriate biometric appointment, and avoid unnecessary delays or costly trips to the wrong country.
Before you start gathering documents or booking an appointment, it’s worth taking a few minutes to confirm which Portuguese authority has jurisdiction over your place of legal residence. Doing so can save both time and money later in the process.
Be Prepared for Visa Appointment Delays
Before making relocation plans, remember that obtaining a visa appointment can sometimes be more challenging than the visa application itself. In many countries, particularly where applications are submitted through VFS Global, appointment availability is limited and waiting times can range from a few weeks to several months.
Because timelines vary by location, it’s a wise idea to prepare your documents early and avoid making non-refundable travel arrangements until your visa has been issued.

How to Find the Correct Portuguese Consulate
Before you start preparing your application, it’s a beneficial idea to confirm a few key details with the Portuguese authority responsible for your place of legal residence. In particular, you should check:
- Which Portuguese embassy or consulate has jurisdiction over your application?
- Whether applications are submitted directly to the embassy or consulate or through a VFS Global visa application centre.
- Whether an appointment is required.
- Which supporting documents are required locally?
- The current processing times.
Because consular jurisdictions and procedures can change, it’s always worth checking the latest information before booking an appointment or making travel arrangements.

Your Questions Answered
When I get to Portugal, can I apply for a residence visa?
No. First-time Portuguese residence visas are almost always required to be obtained overseas prior to travel to Portugal. Once you have the visa, you work with AIMA to finish the residence permit application process.
Can I submit my application to any Portuguese consulate?
No. You will need to apply at the Portuguese Consulate or Embassy with jurisdiction over your country of nationality or legal residence.
What is VFS Global?
Applications and supporting documentation are received by VFS Global, an approved visa application center, on behalf of Portugal in numerous nations. The Portuguese authorities are still in charge of evaluating and making a decision regarding the application.
What would happen if my nation didn't have a Portuguese consulate?
Your application may be accepted and processed by another Portuguese Embassy or Consulate in a different nation. You might have to go there to turn in paperwork and get biometric information.
Is it possible for me to apply from a country I'm just visiting?
Generally speaking, applications for a Portuguese residence visa are only accepted from your country of nationality or from a country where you have been legally residing, usually for more than a year, subject to the applicable consular regulations.
